Conduct Pest Surveillance

The capacity to design and implement both general and specific pest surveillance systems in alignment with ISPM 6, ensuring reliable collection, verification, interpretation, and reporting of pest occurrence and absence data.

What does this skill involve?

Activities may include but are not limited to:

  • Recognising the purpose of surveillance (early detection, pest status).
  • Supporting general surveillance by collecting data from public reports, research, or institutional sources.
  • Conducting routine general surveillance activities under guidance.
  • Planning and executing specific surveillance (for example, detection, delimiting, monitoring surveys) according to protocols.
  • Analysing surveillance outcomes, assessing data quality and advising on potential adjustments to surveillance design or resource allocation.
  • Leading surveillance programme design and implementation, incorporating improvements and ensuring integration with PRA and phytosanitary decision-making.
  • Shaping national/regional surveillance strategy.

Skill levels

Recognise the purpose of surveillance (early detection, pest status) and follow basic instructions in general surveillance activities.

Support general surveillance by collecting data from public reports, research, or institutional sources; assist in filtering and verifying information.

Conduct routine general surveillance activities under guidance—scanning data sources, logging reports, and verifying records in the system.

Plan and execute specific surveillance (for example, detection, delimiting, monitoring surveys) according to protocols—define scope, sampling method, timing, and collect robust data.

Analyse surveillance outcomes, assess data quality (for example, statistical confidence), and advise on potential adjustments to surveillance design or resource allocation.

Lead surveillance programme design and implementation, incorporate improvements and ensure integration with PRA and phytosanitary decision-making.

Shape national/regional surveillance strategy; drive system-wide infrastructure, stakeholder engagement, reporting frameworks, and advocate for evidence-based policymaking.
